Quo warranto cases follow the same basic court procedures as other civil cases in Pennsylvania. Think of it like a default setting: if there is no special rule for quo warranto, the regular civil case rules take over.
A quo warranto case is a legal action used to challenge whether someone has the right to hold a public office or exercise some official power. Outside of a few specific rules that apply only to quo warranto, everything else works the same way as a standard civil lawsuit.
