Rule 1301 Scope

Some civil cases in Pennsylvania must go through a process called compulsory arbitration before they can go to court. This means a panel of arbitrators, rather than a judge, will hear the case first.

Each county in Pennsylvania sets its own local rules to decide which cases must go through this process. The rules in this section govern how that arbitration process works when a case is sent to it.
