Rule 2983 Commencement of Action

To start a civil case in Pennsylvania, you file a complaint with the prothonotary. The prothonotary is the clerk of court who handles official court paperwork.

The complaint is the document that explains your case, who you are suing, and what you want the court to do. Nothing else starts the case. Until you file that complaint, your case does not officially exist in the court's eyes.
