Rule 210 Refusal of complainant to proceed, compromise, etc

If someone files a complaint against a lawyer but then changes their mind, refuses to sign it, or drops the matter, that doesn't automatically stop the investigation. The disciplinary system can keep looking into the lawyer's conduct even if the person who complained no longer wants to pursue it.

This also applies if the lawyer and the complaining person work out some kind of deal, like paying back money or reaching a settlement. Even if they settle things between themselves, that doesn't force the investigation to end. The idea behind this rule is that attorney discipline isn't just about satisfying the person who complained. It's about making sure lawyers follow the rules that protect everyone who might use their services in the future.

Because of this rule, a lawyer can't avoid consequences simply by making peace with the person who filed the complaint. The disciplinary board still has the power to investigate and take action if the lawyer's conduct raises real concerns.
