Rule 1 Creation

This rule sets up a Board within the South Carolina Bar to handle disagreements between lawyers and clients about legal fees. If you and your lawyer can't agree on how much you owe for their services, this Board exists to help sort out that disagreement.

Think of it as an official group created specifically to deal with fee arguments, so people don't automatically have to go to court every time there's a billing dispute with a lawyer.
