This rule makes clear that filing a lawsuit does not give you any new rights to sue back or claim credit against the State of Tennessee, its agencies, its officers, or any local government body. If you want to bring a counterclaim against the state or one of these government entities, you still have to follow the existing laws that control when and how that can be done.
In simple terms, the normal rules that let people file counterclaims in a lawsuit do not stretch further just because the state or a government body is involved. Any special legal limits or protections that already apply to suing the government stay exactly the same. This rule does not create new options. It just confirms that the government keeps whatever legal protections it already had before.
