Plain-English Summary (for reference only — not a substitute for the rule text above)
This summary is not the rule. The rule text controls.
This rule explains who counts as a "victim" for this part of the law. A victim is someone who was harmed by a crime that leads to a conviction requiring the offender to register (like sex offender registration under Chapter 62).
The rule also covers a second situation. If a crime happens as part of the same criminal episode as a registerable offense, the person harmed by that connected crime also counts as a victim. This means if someone commits multiple crimes at the same time or as part of the same event, and one of those crimes requires registration, then anyone hurt by the related crimes gets the same victim protections and rights under this law.
