Rule 11 Subpoena.

If you're involved in a traffic case in the Virgin Islands, this rule explains how witnesses get notified to appear in court. The Clerk of the Superior Court prepares subpoenas ahead of time. These are official documents, signed and sealed, that order someone to show up in court as a witness.

Instead of the Clerk filling out all the details, law enforcement officers handle that part. The officers fill in the blank spaces on the subpoena, like the witness's name and other case details. This happens for witnesses on both sides of the case, meaning witnesses for the government and witnesses for the person accused of the traffic violation.

The officer delivers the subpoena to the witness at the same time they hand over the traffic ticket. This means a witness could learn they need to appear in court right when the ticket itself is issued, rather than receiving a separate notice later. This process helps speed things up by combining two steps into one.
