This summary is not the rule. The rule text controls.
This rule simply explains the names used for two different sets of court rules. The rules that apply specifically to Utah's Business and Chancery Court are called the Utah Rules of Business and Chancery Procedure, or U.R.B.C.P. for short.
The rule also points out that some regular civil court rules still apply in Business and Chancery Court cases. Those are called the Utah Rules of Civil Procedure, or U.R.C.P. for short.
In practice, this means that if you're involved in a case in Business and Chancery Court, you may need to look at both sets of rules. The U.R.B.C.P. covers procedures unique to this court, while the U.R.C.P. fills in other general civil procedure requirements that still apply.
