Rule 2-210 Failure to comply with procedures

If the Judicial Council skips a step or makes a small mistake while creating or adopting a rule, that mistake does not cancel the rule. The rule still counts and stays valid, even if the Council didn't follow its own procedures perfectly.

This rule exists so that small paperwork errors or missed steps can't be used to challenge or throw out policies the Council has put in place. In other words, people can't argue that a court rule doesn't apply to them just because the Council made a procedural slip-up when creating it.

This applies to every rule the Council makes. The main point is to keep court policies stable and enforceable, even if the process behind them wasn't followed exactly as written.
