Rule 60 Title

This rule simply gives the official name for this set of court rules. They are called the West Virginia Rules of Criminal Procedure. When lawyers or judges want to reference these rules in documents or in court, they can use the short version, W.Va.R.Crim.P.

Think of this as the naming rule. It does not create any legal requirements or affect how a criminal case is handled. It just tells everyone what to call this collection of rules and how to abbreviate that name in writing.
