Rule 1 Scope; conflicts

Here's a plain English summary of this rule:

These rules apply to almost everything that happens in Family Court. The one big exception is domestic violence civil cases, which follow different rules unless this rule set specifically says otherwise.

If another rule or a state law says something different than what's written here, these Family Court rules win out. In other words, when there's a disagreement between this rule set and other legal rules, judges and everyone else in the case should follow what's written in these Family Court rules.
