Rule 14.02 Civil Proceedings in Circuit Courts

Judges in West Virginia circuit courts can hold civil hearings over video instead of requiring everyone to show up in person. This applies to any type of hearing, whether it involves evidence and testimony or just routine matters.

The rule also allows witnesses to testify by video, either during a hearing or when giving a deposition. This means people don't always have to travel to a courtroom to give testimony. The judge decides when video is appropriate for a given case.
