Rule 2 Commencement of Actions; Generally

(a) The following actions concerning land or titles are commenced by filing the appropriate petition with the Territorial Registrar of American Samoa: actions to register a matai title; actions to register title to land; and actions to separate a building or structure from communal lands.
(b) The following actions concerning land or titles are commenced by filing the appropriate pleading or paper with the land and titles division of the High Court of American Samoa: actions for removal of a matai; actions for eviction of persons or removal of structures from land; actions for injunctive relief, whether relating to the use or occupation of land or to the use of matai titles; actions to quiet title; and actions for declaratory relief concerning land or titles.
