L.R. 59-1.4 New Trial - Hearing. The motion shall be considered upon:
(a) The pleadings and documents on file; (b) The minutes of the court clerk; (c) The reporter's notes or transcript; and (d) Declarations, if the ground is other than error of law or insufficiency of the evidence and the facts or circumstances relied on do not otherwise appear in the file.
