Rule 20 Applicability of Rules to the Review or Enforcement of an Agency Order

When someone asks a court to review or enforce a government agency's decision, most of the same rules that apply to regular appeals also apply to that process.

A few rules do not apply in these cases, specifically Rules 3 through 14 and Rules 22 through 23. Those rules cover topics that are specific to standard court appeals and do not fit the agency review process.

The rule also clears up some naming confusion. In a regular appeal, the parties are called the "appellant" and "appellee." In an agency case, the parties might be called a "petitioner" or "applicant" on one side, and a "respondent" on the other. This rule says those names mean the same thing for purposes of following the rules.
