Rule 22-4 Evidentiary Hearing by Special Master

A special master is a person appointed by the court to help handle certain parts of a case. When a special master runs an evidentiary hearing, they have almost the same powers as a judge.

This means a special master can require witnesses to show up and testify, gather evidence, and keep an official record of what happens during the hearing. They can do all of this unless the court's appointment order specifically says they cannot.
