Rule 29 Hearing by Quorum.

If your case is scheduled for oral argument before a division of the Georgia Court of Appeals, the court only needs two of its judges present to move forward. This minimum number of judges is called a quorum.

Even if not all judges assigned to that division are there, the court will still call cases and hear arguments as long as at least two judges show up. You should be ready to present your case even if the full panel is not on the bench.
