Rule 4.1 Case Assignment

When there are enough cases to warrant it, the head magistrate (called the chief magistrate) decides which cases go to which magistrates in the court.

This is simply an internal management rule. It has no direct effect on the people involved in a case. Your case will be handled by whichever magistrate the chief magistrate assigns it to.
