Rule 11.5 Celebratory or Ceremonial Proceedings, or When the Court Is Not in Session.

If a court event is ceremonial or celebratory, like a naturalization ceremony or adoption finalization, someone can ask to use a recording device in the courtroom. The same applies when the court is not actually in session.

The request can be made by speaking to someone or by writing it down. A judge or someone the judge designates can approve it the same way, either verbally or in writing. This is an exception to the stricter recording rules that apply during regular court proceedings.
