Rule 21 Limitation of Access to Court Files

Court files are open to the public. Anyone can look at them unless there is a specific law that says otherwise, or unless someone follows the proper steps to get them restricted.

If someone wants to limit who can see certain court records, they need to follow the specific process laid out in this rule. Access cannot be blocked just because someone wants privacy. There has to be a legal reason or an approved procedure behind it.
