Rule 3 Commission Secretary

The commission picks one of its own members to serve as secretary. This person's main job is to run the voting process and make sure the results are accurate. If the secretary can't be there for a meeting, the commission will pick another member to fill in temporarily.

The secretary doesn't have to handle every task alone. Some of these duties can be handed off to a staff member instead.
