Rule 52.7 Quorum

Here's a plain English summary of this rule:

For the Iowa Commission on Judicial Qualifications to make official decisions, at least four members must take part. This minimum number is called a quorum, and it makes sure enough people are involved before the commission acts on any business.

Only members who are actually present can cast a vote. Someone can't vote by proxy or ask another member to vote on their behalf. If a member joins a meeting by phone, that counts as being present, so they can be counted toward the quorum and are allowed to vote just like someone sitting in the room.
