XVI, Sec. 11 Powers of chief justice

Here's what this rule means: the Chief Justice keeps full authority to manage the court system, and nothing in these procedures can take that power away. The Chief Justice's authority comes directly from the Kentucky Constitution and state law, so these rules can't override it.

The rule also explains how the Chief Justice should treat recommendations from the Commission (mentioned in Section 8). Even if the Commission suggests a certain action, the Chief Justice does not have to follow it. The Chief Justice can accept it, reject it, or handle the matter differently.

Finally, if a case ever goes to court, the fact that the Commission made a recommendation doesn't automatically count in anyone's favor. No court can assume the recommendation was correct or should be followed just because the Commission made it. This keeps the final decision-making power with the Chief Justice, not the Commission.
