4.09 Personal service in addition to constructive service

If you file a lawsuit and can't find the other person right away, the court may allow you to notify them through a public notice instead of handing them the papers directly. But this rule says that even after that public notice has been set up, you can still have someone personally deliver the summons and complaint to the other person if they are later found in Kentucky. You don't have to wait until after a judgment to do this. You can serve them in person any time before the court makes its final decision.

Once the person is personally served, the case moves forward just like any normal case where someone was handed the papers directly. This means the case doesn't stay stuck following the rules for public notice cases. Instead, it switches over to being treated like a regular case with standard notice, giving the other person full, direct notice of the lawsuit against them.
