5.000 Scope

Rule 5 sets the ground rules for trial commissioners who work in district court. Trial commissioners are court officials who can handle certain cases and hearings, often stepping in for a judge when needed. This rule makes clear that everything covered under Rule 5 is meant to guide how these commissioners do their jobs.

The note at the end just explains some history about how Kentucky's court rules have been renamed and reorganized over the years. Back in 1976, what used to be called the Rules of the Court of Appeals became the Rules of Appellate Procedure. Then in 1978, those rules were updated again and became known as the Rules of the Supreme Court. This background does not change what the rule means today. It just shows how the naming system evolved over time.
