Rule 2-19 Frivolous Appeal

If someone files an appeal in a civil case that has no real legal merit, just to delay things or cause trouble, the court can penalize them for it. This is called a "frivolous appeal," and the court has the power to make the person pay damages for filing it.

In simple terms, this rule stops people from using appeals as a way to stall a case or annoy the other side when they know they don't have a real chance of winning. If the court decides an appeal was filed without a good reason or legal basis, it can order the person who filed it to pay money to the other party. This helps make sure appeals are used fairly, only when someone has an actual legal argument to make.
