XIX App. B R. 1 Assignment of Disciplinary Proceedings to Hearing Committees

When someone files formal misconduct charges against a lawyer, the case gets handed off to a hearing committee. This committee isn't picked at random or chosen based on who's available. Instead, it comes from a set list of committees, and they're assigned in order, taking turns.

The location also matters. The board tries to match the case with a committee that's close to where the lawyer lives, based on the address the lawyer gave when they registered. Specifically, they look at which appellate circuit that address falls into and try to keep the case as close to that area as they reasonably can.

For the lawyer involved, this means the process is meant to be fair and predictable. They shouldn't have to travel far out of their region for the hearing, and the selection of who reviews their case follows a set order rather than someone hand picking a committee.
