Art. 573 Purpose

This rule sets up a system to make sure parents get a lawyer in child abuse and neglect cases, even if they can't afford one or can't be found. If a parent is indigent, meaning they don't have enough money to hire their own attorney, the court will make sure they still get qualified legal help. The same goes for parents who are absent or missing from the case.

The rule also covers curatorship appointments. This means if a parent can't be located, the court will appoint someone to represent that parent's interests in the case anyway. The goal is to make the whole process work well and fairly, so every parent has a voice and proper legal representation, whether they're present, absent, or can't pay for a lawyer themselves.
