Rule 16.0 Record of Proceedings

Every felony case in Louisiana district court must have a word-for-word record of what happens in the courtroom. This means a court reporter or recording device captures everything said during hearings, motions, and trial proceedings.

The same rule applies to misdemeanor cases where testimony needs to be recorded. Courts must have a system in place to create this accurate record, whether that's a stenographer typing in real time or an audio recording device.

This matters because a verbatim record protects everyone's rights. If someone wants to appeal a decision later, the appeals court needs an exact record of what was said, not just someone's summary or memory of events. Without this record, it would be much harder to review whether mistakes were made or whether someone's case was handled fairly.
