Here's a plain-English summary:

The group that handles judicial discipline cases (the Commission) needs to meet at least four times a year, or once every three months. This keeps things moving and makes sure complaints or issues don't sit for too long without attention.

The Chair, who leads the Commission, has some flexibility though. If something urgent comes up, the Chair can call an extra meeting outside the regular schedule. On the flip side, if there isn't enough business to justify a scheduled meeting, the Chair can cancel it. Either way, all members have to be told about the change ahead of time.
