Comm. R. II Attendance and Quorum.

A quorum for the conduct of any official business shall be a majority of seated members of the Commission. A seated member is one who has filed their oath of office with the Louisiana Secretary of State pursuant to La. R.S. 42:141 and assumed the duties of their appointment.

The Commission is enhanced by the participation of all members; therefore, members are encouraged to set aside time for each meeting and to participate during the entire meeting. Individual members may participate in regularly scheduled meetings by videoconference or telephone only in the event of illness of the member that precludes travel to the site of the meeting; provided however, the Commission, by vote or other poll in accordance with Rule IX of these rules, may permit a member to participate in a Commission meeting by videoconference or telephone if the Commission reasonably decides that extraordinary circumstances exist that permit such participation. Under no circumstances may an individual Commission member participate in a hearing by videoconference or telephone. Notwithstanding the foregoing, in exceptional circumstances as determined by the Commission, by vote or other poll in accordance with Rule IX of these rules, meetings of the Commission, including regularly scheduled meetings, and hearings before the Commission may occur entirely by videoconference.
