XXXIII Pt. III § 1 Purpose

This rule sets up a system to make sure children involved in abuse and neglect cases get lawyers who actually know how to handle these types of cases. It creates a process for checking that these lawyers have the right training and skills before they are appointed to represent a child.

The goal is simple: kids caught up in abuse or neglect cases deserve a lawyer who understands the law in this area and can properly speak up for them. This part of the rule focuses on how those lawyers get approved and qualified in the first place, before they're ever assigned to a case.
