Rule XI Effective Date of Plan

This rule simply says when the mediation plan actually starts being used. The plan doesn't take effect right away just because it was written. Instead, the Supreme Court has to first approve two things: the qualifications that mediators must meet, and the administrative steps needed to run the program, both of which are described in Part X.

Once the Supreme Court signs off on those requirements, the mediation plan officially kicks in. Until that approval happens, the plan is not yet active or enforceable.
