Rule Text
Each commission shall choose one of its members as chair. The chair shall preside at any meeting at which he or she is present; in his or her absence, the commission shall choose a member to act as temporary chair.

Each commission has to pick one member to serve as chair. The chair's main job is to run the meetings whenever they show up. If the chair can't make it to a meeting, the commission just picks someone else from the group to lead that meeting instead.
This keeps things simple. The commission always has someone in charge of running its meetings, whether that's the regular chair or a stand-in picked for that day. There's no gap in leadership just because one person is absent.
