Rule Text
Each commission shall choose one of its members as secretary. It shall be the duty of the secretary to prepare and keep the minutes of all meetings. In the secretary's absence the commission shall choose a member to be acting secretary.

Each commission has to pick one of its own members to serve as secretary. That person's job is to write up and keep the notes from every meeting the commission holds. If the secretary can't make it to a meeting, the commission simply picks another member to fill in and take the minutes for that meeting.
This rule basically makes sure there's always someone responsible for keeping an official record of what happens during commission meetings, even when the regular secretary is out.
