Courts in each district can organize themselves into different divisions if that helps them handle cases more efficiently. This gives judges the flexibility to set up their court system in a way that works best for their local area, whether that means creating separate divisions for different types of cases or organizing the work in another way.

If the judges decide it's needed, they can also choose one judge from among themselves to act as the presiding judge. This person would take on a leadership role for the court, but this only happens if the judges feel it's necessary for running things smoothly. The rule basically gives courts the freedom to structure themselves based on what their district actually needs, rather than forcing every court to operate the same way.
