The State Bar's House of Delegates creates its own bylaws, which are like internal operating rules for how the organization runs. These bylaws have to match up with the official court rules and can't conflict with them.

When the Supreme Court changes the rules that govern the Bar, the House of Delegates must update its bylaws to match those changes. This keeps everything consistent, so the Bar's internal rules never contradict what the Supreme Court has decided.

This mostly affects how the Bar Association manages itself. It does not directly change anything for regular clients or cases, but it makes sure the organization that regulates lawyers stays properly organized and follows the court's authority.
