Government agencies can keep doing their legal jobs the way the law allows, no matter what these rules say. If a law gives an agency the power to handle certain legal tasks or represent itself in certain matters, that power stays in place. In simple terms, this rule makes sure the other rules don't accidentally stop a government agency from doing work it's legally supposed to do. It protects the normal operations of government agencies from being caught up in rules meant to stop unlicensed people from practicing law.
