This summary is not the rule. The rule text controls.
This rule protects people who help enforce the ban on unauthorized practice of law. If someone is doing their official job under these rules, they can't be sued for actions they take while doing that work.
This protection covers several groups of people. It includes the Commission, the Counsel for Unauthorized Practice of Law (CUPL) and their staff, Nebraska State Bar Association members who help prosecute cases of unauthorized practice of law, and Hearing Masters who oversee these proceedings.
The reason for this rule is simple. People investigating and handling these cases need to be able to do their jobs without worrying about getting sued for it later. As long as they are acting within their official duties, the law shields them from legal claims connected to that work.
