Here's a plain English summary of this rule.

This rule sets out who can serve as an alternate trial judge in a case. The judge must fit one of these categories: a pro tempore judge under Nevada Short Trial Rule 3(c), a senior justice or senior district judge, or someone who served as a supreme court justice or district judge for at least four years in a row. If someone previously served as a judge, they cannot have been removed from office by the Nevada Judicial Discipline Commission.

The rule also covers payment. The parties involved in the case pay the alternate judge directly, not the court. The amount and payment terms must be spelled out in a written agreement (called a stipulation) between the parties before the judge takes on the case.
