When a court reporter records a deposition using shorthand or stenographic methods, they automatically have permission to type up the testimony into a written transcript. They don't need special approval to do this unless someone specifically tells them not to.

If a party involved in the case, or the person who gave the deposition (the deponent), wants a copy of the transcript, the court reporter has to provide it. The only requirement is that the person requesting it pays a fair price for the copy.
