Rule 1103 Title

This rule simply explains what to call the rules and how to reference them. The official name is the Northern Mariana Islands Rules of Evidence. When someone wants to cite these rules in a document or in court, they can use the short form "NMI R. Evid."

This kind of rule doesn't affect your case directly. It just sets up the naming convention so that judges, lawyers, and other court documents can refer to these evidence rules consistently.
