§ 106 Precautions before endangering life.

Before police or troops can use force against a rioting crowd, they have to try everything possible first to get the crowd to break up peacefully. This means officials should try things like giving warnings, ordering people to leave, or using non-deadly methods to make the crowd disperse on its own.

Only after these efforts fail can officers move toward an attack that might put lives at risk. The idea is to protect people from harm as much as possible before things escalate to dangerous force. Law enforcement and military commanders both share this responsibility. They cannot jump straight to violence without first making a real effort to avoid it.
