Plain-English Summary (for reference only — not a substitute for the rule text above)
This summary is not the rule. The rule text controls.
If you can't afford a lawyer and you're facing criminal charges in Oklahoma, the state has to appoint one for you under the Indigent Defense Act. This rule sets the start dates for when that system began operating.
For capital cases, meaning cases where the death penalty could apply, the state started appointing lawyers for people who couldn't afford one starting July 1, 1991. For all other criminal cases, this coverage started a year later, on July 1, 1992.
This rule mostly matters for historical and legal reference purposes now, since these dates have long since passed. It marks when the state's public defense system officially took effect for people who needed a free lawyer in criminal cases.
