§ 224 State includes District of Columbia.

When this law uses the word "state," it also means the District of Columbia. So any rule, right, or requirement that applies to a state applies the same way to D.C.

This matters because D.C. isn't officially a state. Without this clarification, someone could argue the law doesn't cover D.C. at all. This one sentence closes that loophole and makes sure D.C. is treated the same as any other state under this law.
