This rule makes sure the Judicial Ethics Advisory Panel has what it needs to do its job. The Administrative Director of the Court must give the panel office space to work in. The Director must also provide staff support to help the panel handle its day to day tasks.
Basically, this rule keeps the panel running smoothly. Without office space and administrative help, the panel could not review ethics questions or give guidance to judges in a timely way. This rule puts the responsibility on the Administrative Director to make sure those resources are available whenever the panel needs them.
