This rule number has been moved. The content that used to be under Rule 142.130 is now located at Rule 133.495 in the Oregon Criminal Procedure code.

If you're trying to find information that was previously under this rule number, you'll need to look up 133.495 instead. Laws and court rules get renumbered sometimes to keep related topics organized together, so this is likely just a case of the content being relocated rather than removed.
