§ 142.120 [Renumbered 133.485]

This rule number is no longer active. It was renumbered and moved to a different section, ORS 133.485.

If you're looking for information on this topic, you'll need to check the current rule at its new location, 133.485. Renumbering like this happens when Oregon reorganizes its laws to keep related rules grouped together. The actual legal content didn't disappear, it just lives under a different number now.
