Rule 2349 Effective date; pending actions

This rule simply sets the start date for when these court procedures took effect. They became active on February 5, 1941.

The rules applied not just to new cases filed after that date, but also to cases that were already in progress at the time. So any lawsuit still open on February 5, 1941 had to follow the new rules going forward.
